Human Resource and Administration Department

The Human Resource and Administration Department is a central support unit of Lusangazi Town Council, responsible for managing the Council’s workforce and ensuring the smooth functioning of all administrative activities. The department plays a vital role in fostering an efficient, productive, and well-coordinated staff establishment that enables the Council to deliver quality public services to the people of Lusangazi District. It oversees human resource management, staff welfare, performance monitoring, administrative operations, transport and logistics, clerical support services, records management, and the coordination of Council and committee meetings. It also ensures full compliance with government policies, employment legislation, and local authority standards.

Human Resource Unit

The Human Resource Unit is responsible for handling all employee-related matters, including recruitment, placement, promotions, performance appraisal, and staff development. It facilitates training, capacity building, and professional growth for employees while also managing welfare issues and maintaining accurate personnel records. The unit ensures that the Council adheres to human resource policies, conditions of service, and labour laws, thereby helping to attract and retain a capable and motivated workforce.

The Administration Unit 

The Administration Unit manages the day-to-day operational needs of the Council. It oversees general office administration, procurement of office furniture, equipment and supplies, and the allocation of office accommodation to ensure a conducive working environment. The unit manages the Council’s fleet to facilitate staff mobility, logistical support, transportation of materials, and ensures the licensing and insurance of all Council vehicles. It is also responsible for promoting staff health and safety, identifying risk-prone areas, attending to officers who fall ill, and providing general maintenance for office spaces and surroundings.

The Committee Secretariat

The Committee Secretariat coordinates all Council and committee meetings. It prepares meeting notices, agendas, and documentation; records and compiles minutes for Management, Committee, and Full Council meetings; and ensures that all resolutions are accurately captured, communicated, and archived. This unit plays a critical role in promoting transparency, accountability, and effective decision-making within the Council’s governance structures.

The Council Police Unit

The Council Police Unit serves as the enforcement arm of the Council, tasked with ensuring compliance with Council by-laws and regulations. The unit maintains law and order, manages public safety within Council premises, regulates trading areas, supports sanitation enforcement, assists with revenue collection, and works closely with other security agencies to uphold community safety. It also provides general security services and ensures that Council property and facilities remain protected.

The Registry Section

The Registry Section manages the Council’s records and correspondence, ensuring proper filing, classification, storage, and retrieval of documents. It supports internal communication through timely distribution of mail and ensures systematic archiving of Council records for institutional memory, accountability, and compliance with records management standards.

The General Workers Section 

The General Workers Section contributes to the cleanliness, maintenance, and overall functioning of Council facilities. General workers handle landscaping, cleaning, waste management support, and routine maintenance tasks that ensure public spaces and office environments are well-kept, clean, and safe for both staff and the community.

The Office Assistants

The Office Assistants provide clerical and administrative support across all departments. They handle filing, photocopying, document movement, mail delivery, and messenger services while assisting in general office organization. Their work ensures smooth information flow and efficient administrative processes within the Council.
