INSTITUTIONAL MANAGEMENT

The Office of the Council Secretary serves as the administrative and operational hub of Lusangazi Town Council. It provides strategic leadership, ensures institutional accountability, and coordinates the effective delivery of municipal services in line with government policies, regulations, and local development priorities.

The Council Secretary oversees the day-to-day running of the Council, offers policy guidance to departments, and ensures that all Council decisions are implemented efficiently to support sustainable development and improved service delivery for the people of Lusangazi District.

The Office is supported by a number of key departments and units, each playing a critical role in ensuring transparency, professionalism, and organizational effectiveness.

PUBLIC RELATIONS UNIT

The Public Relations Unit serves as the communication link between the Council and the public. It manages media relations, disseminates information, coordinates stakeholder engagement, and promotes transparency in Council operations. The unit also handles branding, public announcements, and community outreach activities.

LEGAL DEPARTMENT

The Legal Department provides legal advisory services to the Council. It ensures that all Council decisions, contracts, and operations comply with national laws and regulations. The department also represents the Council in legal matters, drafts legal documents, and promotes adherence to good governance principles.

INTERNAL AUDIT UNIT

The Internal Audit Unit provides independent, objective assurance on the effectiveness of the Council’s governance, internal controls, and risk management systems. It conducts audits across departments, evaluates compliance with policies and procedures, and recommends improvements to enhance accountability and financial integrity.

PROCUREMENT UNIT

The Procurement Unit is responsible for the acquisition of goods, works, and services in accordance with the Public Procurement Act. It ensures that procurement processes are transparent, competitive, fair, and aligned with budgetary provisions. The unit safeguards value for money and maintains proper procurement records.

INFORMATION & COMMUNICATION TECHNOLOGY (ICT) UNIT

The ICT Unit manages the Council’s digital infrastructure and information systems. It provides technical support, maintains computer networks, ensures cybersecurity, and promotes the use of technology to improve efficiency in service delivery. The unit also supports e-governance initiatives aimed at enhancing public access to municipal information and services.
